Conditions and procedures for the use of certificates in the process of connecting power generation modules to power grids

As of 1 November 2024, the provisions of the updated document  Conditions and procedures for the use of certificates in the process of connecting power generation modules to electricity networks, developed in accordance with the requirements of Commission Regulation (EU) 2016/631 of 14 April 2016 establishing a network code on requirements for grid connection of generators (NC RfG code), which regulates the principles of using certificates in the process of connecting the following DSOs associated within PTPiREE to the network: ENEA Operator sp. z o.o., ENERGA-OPERATOR S.A., Stoen Operator Sp. z o.o., PGE Dystrybucja S.A., TAURON Dystrybucja S.A.

Taking into account information from market participants and the time required to obtain certificates of conformity, in order to avoid disruptions in the process of connecting generating installations, the provisions of the document apply under the conditions specified below:

Stage I 

  • certificates that are included in the List of devices accepted on the date of entry into force of this Document will be recognised no longer than December 31, 2026.
  • in the period from 1 November 2024 to 31 December 2026 it is possible to present certificates issued on the basis of the principles defined in version 1.2 of the Document; certificates issued in this period will be recognised no longer than until 31 December 2026.

Stage II 

  • from 1 January 2027, there is a requirement for the mandatory use of a certificate confirming compliance with the requirements of the NC RfG code and  the General Application Requirements resulting from the Commission Regulation (EU) 2016/631 of 14 April 2016 establishing a network code on requirements for grid connection of generators (NC RfG code), based on a certification programme compliant with the document Conditions and procedures for the use of certificates in the process of connecting power generation modules to power grids (version 1.3).

Please note that the updated “Conditions and Procedures for the Use of Certificates” (WiPWC) document takes into account the issues included in the Bank of Settings for Poland, including the need to observe the requirements contained therein when conducting the certification process of manufacturing equipment.

If a new version of the document “General Application Requirements” (GAR), resulting from Commission Regulation (EU) 2016/631 of 14 April 2016 establishing a network code on requirements for grid connection of generators (NC RfG), enters into force and is approved by the President of the Energy Regulatory Office, the provisions of this document should be taken into account in the certification process.

Due to the ongoing approval process of the updated version of the General Application Requirements document, to which the Bank of Settings is linked, we recommend the certification process according to version 1.3 of “Conditions and Procedures for the Use of Certificates” to be initiated upon publication of the General Application Requirements.
